And as he said, don't hesitate to ask your questions on the boards. We welcome everyone, modding experience or not (we've all been n00bs one day), and encourage people to post their questions on the boards (this is how Holowan Labs was built) and to post their mods, even the most modest mods.

Send them a PM (Private Message). A lot of times you can use someones mod if they have said that all they want is credit in their readme files. So you give them credit.

If you're modifying it privately, then there's no need to ask permission.

If you want to publicly release a modification to someone else's mod, you have to check that mod's readme for terms of use. They may require you ask them for permission, or that you simply give them credit, or that you just include the original readme in your mod, etc...

To add to this it is good sense courtesy to always double check and obtain permission from the original modders as well even if the readme's simply tell you to give them proper credit or include there readme with your mod. Despite those addendoms some modders take umbrage to there mods being altered and reuploaded without there permission directly via a PM or something.
